A theory is put forward to account for the steady background of geomagnetic disturbance. Hydromagnetic radiation continually split out of the sun or generated in the inner corona is suggested to be responsible for the bulk of geomagnetic disturbance. The transit time of disturbance from sun to earth is determined by the Alfven speed in the space between.
