In this paper, we propose a vertical handover decision algorithm. This algorithm executes the vertical handover based on several network criteria like the network delay, the available bandwidth, the received signal strength, etc. Fuzzy logic system was used to implement the handover initiation module while utility function was chosen for the network selection module.
