The default quantisation algorithms in the state-of-the-art High Efficiency Video Coding (HEVC) standard, namely Uniform Reconstruction Quantisation (URQ) and Rate-Distortion Optimised Quantisation (RDOQ), do not take into account the perceptual relevance of individual transform coefficients.
