Amid the confusion, one thing is certain: delayed discharge of patients from acute NHS hospital beds is nothing new. The Department of Health, in evidence to a 2002 health select committee inquiry, said: 'There have always been delayed transfers of care.' The Local Government Association concurred: 'Delayed discharges are not a new or recent problem.'
