Abstract : The CHAMPUS Reform Initiative (CRI) demonstration program was implemented in August 1988 to test new approaches for delivering health care to military beneficiaries. CRI introduced a managed care program, operated by a civilian contractor who shared the financial risks of CHAMPUS, and programs to better integrate the management of CHAMPUS and military treatment facilities (MTFs).
