Motivated by experiments on disordered superconductors [2], we formulate a theoretical model of disorder driven transitions and solve it in the simplest controlled approximation. Our main results can also be relevant for other disordered quantum problems, especially for strongly disordered magnets. The new physics introduced by the strong disorder is the appearance of new phases [3] in which all or some excitations are localized in space and have infinite lifetime and thus cannot contribute to…
