This paper proposes that the employment relations in Singapore can be best described in terms of an employment-driven employment relations regime, as opposed to what can be termed the conventional industrial relations regime. An employment-driven employment relations regime requires the full cooperation of the three main actors, namely the unions, employers and the government.
