An increasing emphasis of special education has been to enable students with disabilities to access the general education curriculum. Such access is discussed in the Individuals with Disabilities Acts of 1997 and 2004 (IDEA). In addition, it is assumed by the No Child Left Behind Act of 2002 (NCLB), which mandates that students with disabilities participate in state accountability testing systems and that their results be reported separately from the general population.
