Efficient Lighting Programs in Europe: Cost Effectiveness, Consumer Response, and Market Dynamics

Since 1987 more than 50 utility-sponsored programs in 11 European countries have offered financial incentives to promote energy-efftcient compact fluorescent lamps (CFLs).
