Prior research has shown empirically that organizational culture and social capital are as a critical factor determining organizational effectiveness. The purpose of this study is to examine the effects of social welfare`s organizational culture on the social capital. For the research, social capital was consisted of trust, norms and network, and organizational culture was measured by Kimberly & Quinn`s competing value model.
