In early 1999, I had the opportunity to travel to Havana, Cuba, as a member of a working group for the Social Science Research Council (SSRC). The purpose of the visit was to review proposals for funding of collaborative projects in the social and natural sciences that would involve exchange between the United States and Cuba.
