A critical component of a conceptual design of a high luminosity electron-ion collider at JLab is an electron cooling facility which consists of a 10 mA, 33 MeV energy recovery linac and a circulator ring. A fast kicker has been conceptually designed for switching electron bunches between the linac and the circulator ring.
