In this paper the stages pursuit to develop a full scope gas-turbine power plant simulator are explained and the general characteristics of the simulator are described. Presently the simulator is being used in the National Centre for Operators' Training of the Utility Mexican Company. The simulator response was validated against data from the real plant, the Combined Cycle Power Plant "El Sauz" located in Queretaro, Mexico.
