It is now apparent that the governments of many developing countries will not repay their debts as initially contracted. Creditors have already forgiven loans to some poor borrowers in Africa. Loans to several middle-income borrowers, mostly in Latin America, trade in secondary markets at enormous discounts, below 10 percent of face value in some cases.
