Known arguments for requiring electromagnetic forces acting on relativistic systems in non-uniform motion to be evaluated using system frame components are reviewed. A new electromagnetic couple theorem which provides further strong support for this conclusion is presented. An important consequence is that, for systems with strongly relativistic non-uniform motion and appropriate field conditions, electromagnetic generation of net force may occur.
