ACKNOWLEDGING THE IMPORTANCE of ethnicity has become a convention in North America. Although the phenomenon has existed at least since the turn of the century, it only attracted serious attention with the eruption in the United States of the civil rights movement and in Canada of an increasingly assertive Quebec nationalism during the Quiet Revolution. Is it mere coincidence that ethnic groups began to be 'discovered' at a time when both states faced serious threats to their
