Note: This paper is based on the original statement submitted at the hearings before the Subcommittee on Asian & Pacific Affairs, Committee on Foreign Affairs, the U.S. House of Representatives on February 7, 1985. No attempt has been made to include events that occurred between February 7, 1985 and 1989 when the lawsuit filed against the Taiwan government by the widow of Henry Liu, Helen Liu, was settled out of court. I was the chair of the Committee to Obtain Justice for Henry Liu.
