In this letter, caching-based scalable video transmission over cellular networks under constrained backhaul is considered, where popular videos encoded by scalable video coding are cached at base stations. Joint caching and transmission schemes are proposed considering the impacts of two intrinsic characteristics of videos, namely, popularity and quality.
