Drought is a high-cost natural hazard that impacts on a large cross-section of poor, small, and marginal famers. It hits the agriculture sector the hardest, particularly in developing countries. In Asia and the Pacific region, almost 40% of the population are employed in agriculture, which contributes 7% to regional gross domestic product (GDP), approximately twice the global average (UNESCAP Statistical Yearbook 2013).
