On November 16, 1993, the US Senate voted approval, by 69 to 30 members, to impose stiff penalties on those obstructing access to abortion clinics. The penalties include up to 1 year in jail and a $100,000 fine for first violent offenses. Obstruction without violence would lead to a fine of $10,000 and 6 months in jail.
