This chapter shows that Belize’s development path, termed as transnationalization by coincidence, lacks a coherent strategy. Instead, it can be described as a muddling through, and eventually state-class rule gained dominance. Despite this dominance over competing factions, state-class rule is still too weak to co-opt larger sectors of the population.
