Congestion control is concerned with e ciently using a network at high load. In this paper we are concerned with switches and networks whose input loads are at or beyond their capacity. We present an unconditionally stable method for managing di erent classes of network tra c at a switch, in which certain classes can be given guaranteed delay and loss bounds, despite the overall load o ered to the switch exceeding its transmission capacity.
