Models based on linear complementarity problem (LCP) formulations have been applied previously to assess the potential for exercise of market power in transmission constrained electricity markets. Here, we use that approach to simulate the interaction of pollution permit markets (in particular, the USEPA Ozone Transport Commission (OTC) NOx Budget Program) with electricity markets in the presence of market power.
