Rwanda erupted in civil war in the spring of 1994, leading to the flight from the country of hundreds of thousands of refugees into neighboring Tanzania and Zaire. Within days, the population of the Benaco refugee camp grew to more than 250,000, making it the second largest city in Tanzania. HIV infection rates in some sectors of the Rwandan population had been among the highest observed in Africa. High levels of HIV infection thus remain among the refugees from Rwanda.
