It has been observed that a full-wave based solution of Maxwell's equations breaks down at low frequencies. Such a problem is especially severe in VLSI circuit applications because the breakdown frequency is in the range of circuit operating frequencies. To eliminate the low-frequency breakdown problem, first, one has to know the exact solution of Maxwell's equations at low frequencies.
