research in the aviation domain. I. INTRODUCTION Environmental constraints play a key role in defining the goals that shape worker behavior in complex sociotechnical systems [14]. In aviation today, for example, flight crews act to meet goals derived from environmental constraints in the form of air traffic control (ATC) clearances. Air traffic controllers formulate the clearances they issue in accordance with environmental constraints imposed by the current air traffic situation.
