Existing process assessment methods are inherently limited as a tool for evaluation of any specific technical area of software development. A review of the coverage of software measurement within two examples of existing process assessment methods is presented. A model of the software measurement process is presented and discussed. The model has been used as the basis for development of a targeted assessment method for the evaluation of the maturity of the software measurement process.
