In The Livable Region 1976/1986, the Greater Vancouver Regional D is t r i c t (GVRD) proposes the creation of a series of regional town centres (RTCs) --decentralized suburban clusters of ac t iv i t ies h i s tor i ca l ly found in the c i ty centre.
