The typology which will be presented in this article groups the bureaucracies of Cuba, the Dominican Republic, Haiti, Puerto Rico, and the ten Caribbean countries known as the Commonwealth Caribbean (1). The purpose of this study is to find out the real influence of these bureaucracies in the area of public policy-making. The field research connected with this work is primarily concerned with community power structure (2).
