This paper discusses the design and usage of a Simulink-based phasor measurement unit (PMU) simulator package. The simulator and PMU data is available upon request from the first author. The motivation for developing the package is to provide a flexible environment for teaching phasor measurement and frequency estimation to advanced undergraduate and graduate students, and providing a knowledge base to students for research.
