This paper presents a kind of survivability evaluation technique for Tactical Data Link Network (TDLN). In our work, a distributed evaluation system via High Level Architecture (HLA) is provided to evaluate the TDLN on-line, and a novel quantitative evaluation method based on the principle of maximum deviation and subjective estimation is proposed to overcome the weakness of subjectivity from the method of expert consultant.
