Deploying and evaluating a new technology is a major challenge in ICTD research. Introducing new technologies can be hampered by a lack of cultural insight, poor or delayed feedback, and limited evaluation procedures, among other factors. This short paper offers a model for introducing technology in developing regions that mitigates these factors.
