I. Background Persistent poverty is evident to the traveler in Vietnam. In the midst of the bustling cities or the productive farmlands, the many faces of poverty are a constant reminder that the dream of development has yet to be realized. Although government reform efforts (known as đổi mới ) have caused the GDP to rise, the gap between rich and poor continues to grow.
