This paper addresses the importance of cognitive accessibility and cognitive usability as critical requirements for universal design of information. Information should not be said to be accessed unless its content is cognitively internalized or understood by the user. Accessibility of information, therefore, should be evaluated not only for its perceivability but also for its understandability.
