Much of the British and European literature on the role of interest groups in the policy process focuses on their participation in policy networks of various types. Possibly reflecting the original development of the policy community and policy network 'models' in the late 1970s, these approaches tend to emphasize stability and continuity – of both networks(More)
Foreword The FSA is committed to encouraging debate among academics, practitioners and policy-makers in all aspects of financial regulation. To facilitate this, the FSA is publishing a series of occasional papers in financial regulation, extending across economics and other disciplines. These papers will cover such topics as the rationale for regulation,(More)
Three jet events arising from decays of the Z bo-son, collected by the DELPHI detector, were used to measure differences in quark and gluon fragmentation. Gluon jets were anti-tagged by identifying b quark jets. Unbiased quark jets came from events with two jets plus one photon. Quark and gluon jet properties in different energy ranges were compared for the(More)
A brief survey is given of the eye movement parameters which contribute to visual search strategies. The literature on eye movements and industrial inspection is reviewed and some recent studies carried out at the University of Birmingham into the eye movements underlying four inspection tasks are described. These tasks included the inspection of tin cans,(More)
We report detection of strong infrared thermal emission from the nearby (d = 19 pc) transiting extrasolar planet HD 189733b, by measuring the flux decrement during its prominent secondary eclipse. A 6-hour photometric sequence using Spitzer's infrared spectrograph in peak-up imaging mode at 16 µm shows the secondary eclipse depth to be 0.551±0.030%, with(More)

This article offers a basic explanation of the process and outcome of negotiating the Treaty of Amsterdam. We pose three questions: What explains the national preferences of the major governments? Given those substantive national preferences, what explains bargaining outcomes among them? Given those substantive bargains, what explains the choice of(More)
We have revisited the search for carbon monoxide absorption features in transmission during the transit of the extrasolar planet HD 209458b. In August-September 2002 we acquired a total of 1077 high resolution spectra (λ/δλ ∼ 25, 000) in the K-band (2 µm) wavelength region using NIRSPEC on the Keck II telescope during three transits. These data are more(More)
