We investigate how the bias current affects the hot-spot relaxation dynamics in niobium nitride. A quantum-mechanical description of the excitation of surface-plasmon polaritons (SPPs) on graphene is presented, as well as photon to quantized SPP state transfer and decoherence. The tunability of graphene allows for the control of quantized SPPs.
